The 2013 Rostock Symposium on Systems Biology and Bioinformatics in Aging Research was again dedicated to dissecting the aging process using in silico means. A particular focus was on ontologies, as these are a key technology to systematically integrate heterogeneous information about the aging process. Related topics were databases and data integration. Other talks tackled modeling issues and applications, the latter including talks focussed on marker development and cellular stress as well as on diseases, in particular on diseases of kidney (...) and skin. We report the identification of a recurrent, 520-kb 16p12.1 microdeletion associated with childhood developmental delay. The microdeletion was detected in 20 of 11,873 cases compared with 2 of 8,540 controls and replicated in a second series of 22 of 9,254 cases compared with 6 of 6,299 controls. Most deletions were inherited, with carrier parents likely to manifest neuropsychiatric phenotypes compared to non-carrier parents. Probands were more likely to carry an additional large copy-number variant when compared to matched controls. The clinical (...) features of individuals with two mutations were distinct from and/or more severe than those of individuals carrying only the co-occurring mutation. Our data support a two-hit model in which the 16p12.1 microdeletion both predisposes to neuropsychiatric phenotypes as a single event and exacerbates neurodevelopmental phenotypes in association with other large deletions or duplications. Analysis of other microdeletions with variable expressivity indicates that this two-hit model might be more generally applicable to neuropsychiatric disease. © 2010 Nature America, Inc. Contexte : Dans les systèmes de santé universitaires complexes, les projets d’amélioration de la qualité (AQ) destinés à améliorer les soins et l’apprentissage prolifèrent, mais il existe des différences considérables quant à la manière dont ces projets sont supervisés sur le plan éthique, voire même s’ils le sont. À la suite d’un volume élevé de projets soumis à l’un de nos comités d’éthique de la recherche (CER), mais considérés comme n’étant pas de la recherche et donc non éligibles à un (...) examen, des questions ont commencé à se poser au sein de notre organisation sur la manière dont les dimensions éthiques des projets d’AQ pourraient être évaluées et sur les approbations institutionnelles qui pourraient être nécessaires pour garantir la conformité avec les normes émergentes. Méthodes : Une enquête environnementale à méthodes mixtes a conduit à une analyse quantitative rétrospective des projets d’AQ de notre organisation, associée à des consultations qualitatives approfondies avec le personnel, les médecins et les apprenants de l’ensemble de notre réseau de santé. Les exemptions de CER ont été analysées à l’aide de diagrammes d’exécution afin d’évaluer les volumes de base des projets d’AQ, et des analyses thématiques ont été menées sur les notes de terrain de 133 consultations avec les parties prenantes. Résultats : Au cours d’une période de 34 mois, 117 lettres d’exemption du CER ont été émises pour des projets d’AQ. Les consultations ont mis en évidence la nécessité d’un processus d’évaluation éthique clairement défini pour les projets d’AQ, de structures de gouvernance appropriées et de possibilités d’identifier et d’atténuer les risques. Les personnes interrogées ont également évoqué l’impératif éthique de mener des initiatives d’AQ. Le présent document explique comment ces thèmes ont contribué à l’élaboration et à la mise en place de notre comité d’examen de l’amélioration de la qualité (CEAQ). Conclusion : Depuis 2020, plus de 840 projets ont été examinés par notre CEAQ, dans le but d’atténuer les risques pour les patients, le personnel et les équipes de projet d’AQ dans l’ensemble de l’UHN. SCOTT ARNOLD IT HAS BEEN A COMMONPLACE among commentators on Hume's philosophy that he was a radical skeptic about inductive inference. In addition, he is alleged to have been the first philosopher to pose the so-called problem of induction. Until recently, however, Hume's argument in this connection has not been subject to very close scrutiny. As attention has become focused on this (...) argument, a debate has been shaping up concerning just what Hume intended to establish here. The principal purpose of this article is to settle this interpretive issue as decisively as the texts permit. I should also like to locate Hume's main argument about induction in the larger context of his discussion of skepti- cism in book 1 of the Treatise. I shall suggest that arguments for the radical skepticism commonly attributed to Hume can be found only very late in book 1 of the Treatise and that the most famous argument about inductive inference establishes and is intended to establish only a relatively modest form of skepticism. The argument under consideration can found in book l, part 3, section 6 of the Treatise. It can also be found in essays 4 and 5 of the Enquiries and in the abstract of the Treatise published anonymously by Hume. I shall concen- trate on the Treatise version since it is the first and perhaps most explicit formulation of the argument and because part of my purpose is to place this argument in the larger context of book 1 of the Treatise. The received opinion concerning Hume's argument has it that Hume was highly skeptical about the mind's claims to knowledge about the future (or, more generally, about the unobserved). All beliefs arrived at via inductive I should like to thank M. G. Anderson, John Bahde, Jon Nordy, and Robert Paul Wolff, as well as David Fate Norton and a referee for the Journal of the History of Philosophy, for helpful comments on earlier drafts on this article. 32 HISTORY OF PHILOSOPHY inferences are unreasonable or unjustified. The alternative interpretation, to be defended below, is that Hume held that no such belief is or can be rendered certain relative to past experience and that such beliefs are not, upon that account, unreasonable or unjustified. Something like this inter- pretation has been defended by Tom L. Beauchamp, Thomas Mappes, and Alexander Rosenberg. ~ My view differs from theirs in that I shall argue that Hume did offer arguments for the more radical skepticism commonly attri- buted to him (though it is unclear whether he regarded them as decisive). These arguments, however, come at the end of book ~ of the Treatise and are independent of the more famous argument to be discussed below. Defenders of the received view are both numerous and distinguished. Versions of this interpretation of the main argument can be found in the writings of Karl Popper, Wesley Salmon, F. L. Will, and Norman Kemp Smith; most recently a variation on the standard interpretation has been defended by Barry Stroud. The fullest and most elaborate defense of the standard interpretation can be found in a monograph by D. C. Stove. '~ Stove's discussion is perhaps the most impressive because of his painstaking efforts to lay bare the structure of Hume's reasoning and to give a line-by- line analysis of the argument. This has the effect of bringing more clearly into focus the main grounds for the standard view. If this standard interpre- tation is correct, then Hume's position is that scientific method is epistemically no better than "superstition" and "enthusiasm." And, Hume would be among those for whom this claim, if true, would be very bad news, because one of his primary purposes in the Treatise is to construct a science of man. Thus, this argument is of considerable internal significance because, if my opponents are correct, Hume appears to have cut the ground out from under what he took to be one of his most important projects -- the construc- tion of a science of man. Existing as man, the Son experiences all that pertains to historioolly conditioned humanity. In the Incarnation the (...) "·who", the person, remains the same, but the manner of the experience of the " Who " is distinctly different-divine and human-without confusion, change, division, or separation. The mystery obviously remains, but it is meaningful and coherent. In recent years the pathology of atomistic individualism has been variously described by the Council Fathers of Vahlcan II, liberationist and feminist theologians, Stanley Hauer.was, and countless other theological and secular critics. According to Frank Kirkpatrick, therapeutic intervention will not be effective in the long run unless it is based upon an alternative conceptual "model" of human oommunity. Of course, Kirkpa.tric.k has something specific in mind. Not just any alternative will do. Marxian models of human association, for example, are prone to BOOK REVIEWS 373 totalitarianism and the denial of proper individuality. Thus, he offers what he calls "the mutual/personal model of community" as "a substantial grounding for a Christian vision of community congruent with liberationist and feminist concerns " (vii). Western culture has generated a welter of perspectives on the nature and ground of human association. Within this motley, Kirkpatrick discerns three models of oommunity which have shaped Western social philosophy and religious thought. The book de~crihes these traditional models by identifying their controlling metaphors, accounts of human nature and its fulfillment, and the social, economic, and political practices and institutions they undergird. The author appraises the strengths and weaknesses of the models and attempts to reconcile their positive features within the Christian vision of Koinonia. The first model is "the atomistic/contractarian" wherein persons are regarded as "independent atoms rationally contracting with each other for the terms of their enforced relationship" (2). Kirkpatrick locates its sources in the thought of Hobbes, Locke, Bentham, James Mill, Adam Smith, and Rousseau. Observing that the individualism of this tradition has always flourished in America, Kirkpatrick surveys some of its c001temporary expressions in the work of George Gilder, F. A. Hayek, Michael N·ovak, Robert Nozick, and John Rawls. The fruits of the atomistic/ contracta.rian model are, to Kirkpatrick's taste, mostly bad-isolation, alienation, oppression, injustice-and are ineongruent with Christian Koinonia. His second model, " the organic/functional," views persons as "organs, interdependent and functionally related to each other within a larger organism" (2). Conceived by Edmund Burke, this model became fully formed and viable in the thought of Hegel and Marx, and was instrumental in the analyses of sociologists such as Ferdinand Tonnies and Charles H. In 2004, Google embarked on a massive book digitization project. Forty library partners and billions of scanned pages later, Google Book Search has provided searchable text access to millions of books. While many details of Google’s conversion processes remain proprietary secret, here we piece together their general outlines by closely examining Google Book Search products, Google patents, and the entanglement of libraries and computer scientists in the longer history of digitization work. We argue that far from simply “scanning” books, Google’s (...) efforts may be characterized as algorithmic digitization, strongly shaped by an equation of digital access with full-text searchability. We explore the consequences of Google’s algorithmic digitization system for what end users ultimately do and do not see, placing these effects in the context of the multiple technical, material, and legal challenges surrounding Google Book Search. By approaching digitization primarily as a text extraction and indexing challenge—an effort to convert print books into electronically searchable data—GBS enacts one possible future for books, in which they are defined largely by their textual content. The purpose of this paper is to present the theoretical and philosophical assumptions of the Nursing Manifesto, written by three activist scholars whose objective was to promote emancipatory nursing research, practice, and education within the dialogue and praxis of social justice. Inspired by discussions with a number of nurse philosophers at the 2008 Knowledge Conference in Boston, two of the original Manifesto authors and two colleagues discussed the need to explicate emancipatory knowing as it emerged from the Manifesto. Our analysis (...) yielded an epistemological framework based on liberation principles to advance praxis in the discipline of nursing. This paper adds to what is already known on this topic, as there is not an explicit contribution to the literature of this specific Manifesto, its significance, and utility for the discipline. While each of us have written on emancipatory knowing and social justice in a variety of works, it is in this article that we identify, as a unit of knowledge production and as a direction towards praxis, a set of critical values that arose from the emancipatory conscience-ness and intention seen in the framework of the Nursing Manifesto. Web-based platforms play an increasingly important role in managing and sharing research data of all types and sizes. This article presents a case study of the data storage, sharing, and management platform Figshare. We argue that such platforms are displacing and reconfiguring the infrastructure of norms, technologies, and institutions that underlies traditional scholarly communication. Using a theoretical framework that combines infrastructure studies with platform studies, we show that Figshare leverages the platform logic of core and complementary components to re-integrate a (...) presently splintered scholarly infrastructure. By means of this logic, platforms may provide the path to bring data inside a scholarly communication system still optimized mainly for text publications. Yet the platform strategy also risks turning over critical scientific functions to private firms whose longevity, openness, and corporate goals remain uncertain. It may amplify the existing trend of splintering infrastructures, with attendant effects on equity of service. (shrink)

The director of Courage International talks about the work of the apostolate in addressing homosexuality according to the mind and heart of the Church, which he calls “one of the most demanding aspects of education, formation, and pastoral care today.” But it is also an opportunity to attend to the often acute and persistent wounds of those who need healing within what Pope Francis calls the “field hospital” of the Church. Over recent years, the research community has been increasingly using preprint servers to share manuscripts that are not yet peer-reviewed. Even if it enables quick dissemination of research findings, this practice raises several challenges in publication ethics and integrity. In particular, preprints have become an important source of information for stakeholders interested in COVID19 research developments, including traditional media, social media, and policy makers. Despite caveats about their nature, many users can still confuse pre-prints with peer-reviewed manuscripts. If unconfirmed but (...) already widely shared first-draft results later prove wrong or misinterpreted, it can be very difficult to “unlearn” what we thought was true. Complexity further increases if unconfirmed findings have been used to inform guidelines. To help achieve a balance between early access to research findings and its negative consequences, we formulated five recommendations: (a) consensus should be sought on a term clearer than ‘pre-print’, such as ‘Unrefereed manuscript’, “Manuscript awaiting peer review” or ‘’Non-reviewed manuscript”; (b) Caveats about unrefereed manuscripts should be prominent on their first page, and each page should include a red watermark stating ‘Caution—Not Peer Reviewed’; (c) pre-print authors should certify that their manuscript will be submitted to a peer-review journal, and should regularly update the manuscript status; (d) high level consultations should be convened, to formulate clear principles and policies for the publication and dissemination of non-peer reviewed research results; (e) in the longer term, an international initiative to certify servers that comply with good practices could be envisaged. Data from a survey on the sexual harassment of women in Canada reveal that 83.2 percent of the 1,990 women interviewed had received obscene or threatening telephone calls. Divorced and separated women, young women, and women living in major metropolitan areas were most likely to have been victims of this harassment. The “most disturbing” calls usually came at night when the respondent was home alone. The typical caller was an adult male unknown to the woman. Relatively few women reported these (...) calls to the police or the phone company, and those who did tended to get an unhelpful response. Most women said that the calls affected them emotionally, with fear being by far the most prevalent response. The results provide strong support for feminist theorizing about violence, fear, and the social control of women. (shrink)

Physicist David Bohm and biochemist Ilya Prigogine began a dialogue that implied a deep, structuring, primordial harmony within life. In classical Chinese this harmony is referred to as Li, which also designates the elegant, natural pattern found in jade. This article emphasizes the ways that perception of primordial harmony gives way to a vision of possibility and to the creative intelligence and action necessary for meeting the challenges we face. Insights from Bohm, Prigogine, and others on releasing outmoded thinking and (...) actions are integrated with contemplative traditions, Eastern and Western philosophy, and pragmatic strategy making. There are 43 million forcibly displaced people in the world, and they are categorized along a spectrum ranging from legal issues to humanitarian concerns for protection. Despite the complex efforts to provide protection to all those in need, the issues remain blurred and many fall through the cracks. The understanding of forced displacement needs to include aspects of personhood, and the example in John 4:4—26 highlights the possibility of a collective approach to understanding forced displacement as one that is rooted (...) in the notion and importance of the person. Faith-based, transformational development organizations infrequently utilize impact assessment tools as learning activities. The author argues that the real and significant barriers to program assessment can be managed if shared learning becomes a core value within the organization. By integrating Biblical teaching and program assessment activities with what it means to be a learning organization, the paper outlines a strategy for sharing valuable experiences about holistic development within and outside the faith-based development community.

We sent a questionnaire survey to a random sample of 125 correspondents to the BMJ who had previously sent a letter which had been rejected. The objective was to evaluate the policy of sending on some unpublished letters to the authors of the articles to which they referred. There were 94 replies, a response rate of 75%. The key finding was that although most respondents agreed with the policy, a third thought it unconstructive. A quarter of the respondents said that (...) the BMJ policy would discourage them from sending a letter to the journal for publication. This survey has led to a change of policy at the BMJ. Letters which are not published are not now sent on to the authors of the original articles. (shrink)
